the war fan is unsure but it seems like its attached to the scythe therefore its considered as 1 weapon..although the war fan could be just a symbol it is not proven that madara uses his fan to fight.

i have seen that picture too....madara not in action...just standing there holding the war fan...most probably the war fan and the scythe are his main weapon..however its connected by a chain..there..ONE unique weapon...any shinobis can have a sword...BUT ONLY 1 UNIQUE WEAPON...if u want to have a main weapon..ONLY 1...unless its a normal katana..and not a chakra absorbing flowing thingy katana.
